A paper, Government Procurement in the WTO (2015), prepared for the Institute of International Economic Law’s 10th Annual Academy of WTO Law & Policy is available in the Djaghe White Papers library. The paper is a substantial expansion and update of a 2014 paper, in particular with regard to the procurement covered by the parties under the WTO Government Procurement Agreement (GPA) and accessions to that Agreement. It also examines the GPA’s evolution, structure, procedural obligations, work programs and implementation, as well as the Agreement’s growing influence in the international procurement arena.
