A Briefing Paper, “Trade Agreements Open Foreign Procurement Markets” published by Thomas Reuters, outlines the international trade pacts that the United States has negotiated over more than three decades to open foreign procurement. These agreements provide opportunities for U.S. firms to participate in the government procurement of over 60 countries. The Briefing Paper focuses on the procurement opened under the principle of reciprocity, looking in particular at the procurement that the U.S. covers under the agreements as a measure of the commitments of its trading partners. It also examines the reciprocity conditions imposed by other parties that restrict U.S. access to particular procurement in response to exclusions and restrictions in U.S. coverage, as a consequence of U.S. domestic purchasing requirements.
