 A paper, Government Procurement in the WTO (2014), which was prepared for the 2014 Academy of WTO Law and Policy, organized by the Institute of International Economic Law, is available in the Djaghe white papers library. The paper provides an overview of the WTO Government Procurement Agreement (GPA), including its development, procedural obligations and covered procurement, as well as its current work programs and membership. In addition, the paper considers other work in the WTO on government procurement: the mandate in the WTO Agreement on Trade in Services (GATS) for negotiations on procurement of services; and earlier unsuccessful efforts to negotiate a WTO agreement on transparency in government procurement.
