A paper examines how preferences and unilateral measures impacting procurement are creating tensions in the international trading system. These measures are extending beyond the procurement sector and its international disciplines. They are being undertaken to tackle perceived deficiencies in the international system and to advance domestic priorities.

The paper, “Preferences and Unilateral Measures in Public Procurement,” was presented at the 5th Interdisciplinary Symposium on Public Procurement in Cagliari, Italy on September 28-29. The conference was organized by the University of Rome Tor Vergata, in collaboration with Sardegna Ricerche.

The Symposium participants, comprised of economists, engineers, lawyers, management scholars, and public procurement professionals, grappled with key procurement issues central to the advancement of societal interests. In addition to preferences and political economy in public procurement, the conference addressed climate change, defense procurement, and human rights in public procurement.
