A two-part Djaghe white paper provides a comprehensive examination of the Trans-Pacific Partnership (TPP), focusing on issues related to government procurement. Part One addressed the procurement elements of the TPP agreement, as well as actions to fulfill requirements of Trade Promotion Authority. TPP Government Procurement (Part Two) examines policies and issues related to the procurement negotiations in the TPP. Both parts of the white paper compile posts from Perspectives on Trade that treat these topics. Part Two of the paper compiles 11 posts, beginning with “Role of TPP in US Trade Policy”. A second post, “Government procurement – key element in TPP; Missed opportunity in RCEP?”, contrasts the inclusion of procurement in free trade agreements (FTAs) led by the United States with the absence of or inclusion of only minimal provisions on procurement in most Asian trade agreements. The post, “TPP and TTIP Government Procurement Negotiations”, compares the negotiating aims for procurement in the TPP and the Transatlantic Trade and Investment Partnership (TTIP). The challenges for both negotiations to cover state procurement are examined in “Challenges of Covering State Procurement in TPP and TTIP”. The post, “Freeze Buy American Requirements in TTIP?”, notes Canada’s interest in a commitment in the TPP to constrain Buy American requirements Three posts delve into procurement-related issues in the negotiations of the TPP: The post “GPA Gains Two Members” considers the implications for TPP of New Zealand’s accession to the WTO Government Procurement Agreement (GPA). The final two posts look at issues relating to the text of a government procurement chapter: “Revised GPA as Model for TPP Procurement Rules” and “Anti-Corruption Provisions for 21st Century FTAs”.
