TPP Government Procurement (Part One): A Djaghe White Paper

A Djaghe white paper on TPP Government Procurement (Part One) provides the first of a two-part comprehensive examination of the Trans-Pacific Partnership (TPP), focusing on issues related to government procurement. Part One describes the results of the negotiations and the fulfillment of requirements related to Trade Promotion Authority. Part Two of the white paper will examines policies and issues related to the negotiations of the TPP, again focused on procurement. Both parts of the white paper compile posts from Perspectives on Trade that treat these elements. Part One of the paper compiles 15 posts. The first post, “TPP Procurement: Initial Assessment of Agreement”’, provides an overview of the procurement results of the TPP agreement. The following five posts examine the procurement commitments of the TPP parties:

• “TPP Procurement: Malaysia’s Commitments”
• “TPP Procurement: Mexico’s Commitments”
• “TPP Procurement: Vietnam’s Commitments”

The TPP parties’ coverage of public-private partnerships (PPPs) is addressed in “PPPs #4: TPP Parties”. Next, “Government Procurement in TPP” links to an article that details the procurement elements of the TPP. The post, “TPP Procurement: Harmonizing FTAs”, looks at side letters that will bring procurement elements of other agreements in line with the TPP. Finally, “TPP: Shielding Malaysia’s Bumiputera” examines the concessions that Malaysia negotiated to mitigate the impact of the Agreement on its Bumiputera. In addition to the results of the TPP negotiations, the white paper presents posts related to Trade Promotion Authority, which the Administration needed to conclude the TPP. First, “New Trade Legislation” addresses the enactment of the legislation. Then, four posts consider the actions that have been taken to fulfill requirements of this legislative authority:
